Shannon maintains student self-governance by convincing students in established groups (like Student Council) to enforce demonstration registration rules.

Letter from SSA President to Student Council

This letter details the frustration of the Students for Social Action in following rules in order to carry out their protests. They expressed that the University administrators unreasonably curtailed their activities. SSA, 1966-69

Student Council Report to the President

In this Student Council Report to the President, members included an application of demonstration to be filled out by any protesting organization at least 96 hours before their demonstration. Apparently, Student Council must legitimize such a request. On the following page, Student Council lays out some stringent rules for the Students for Social Action. It appears as if Student Council is keeping a close watch on this radical student organization, much to the administration's delight. President's Papers, 1966-67

Under growing evaluation and regulation by Student Council, radical student groups like Students for a Democratic Society were determined to join together regardless of the rules. This power play between Student Council and radical student groups was a running theme through the 1967-68 school year as the Council maintains and enforces the conservatism of the established leadership at the university. President's Papers, May 27, 1968.
