"Spirit of 1938," Harry L. Rossoll, a U. S. Forester, celebrated the work of the Civilian Conservation Corps (CCC) in this romantic illustration. Created in 1933 by Franklin D. Roosevelt, the CCC strived to relieve and rehabilitate unemployed young men and to help conserve parks, farmlands, and forests. New Deal propagandists often focused on pastoral imagery and regeneration to contrast with the reality of industrial depression.
