Ultimatum to Detroit Mayor Murphy by the Communists, 1931, In the summer of 1931, Mayor Murphy ordered the closing of lodges and relief centers that assisted the homeless. In protest, Communist leaders in Detroit met with Mayor Murphy to negotiate their continued operation, and they succeeded in keeping the lodges and centers open throughout the Summer and Fall of 1931.
