General Pershing had wanted to keep the American Expeditionary Force an
independent army and not under Allied high command, in which American troops
would act as replacement units in European divisions. Yet during the March-June
1918 German offensive threatening Paris, Pershing did release troops temporarily
to the inter-Allied commander Marshal Ferdinand Foch. Here we see the American
