John Hay Signing Peace Treaty for Ratification at the end of Spanish American War, April 1899, Secretary of State John Hay helps to end the "splendid little war" that brought the nation to international power. In this White House photo, Hay is signing the memorandum of ratification on behalf of the United States for the Treaty of Peace. The French Ambassador, M. Jules Cambar, would sign on behalf of Spain. The terms of peace called for Spain to renounce all claims to Cuba, it ceded Guam and Puerto Rico to the United States, and transferred sovereignty over the Philippines to the United States for $20,000,000.
