A Beginner's Guide to HTML
As it's title indicates, a web guide for beginners.  It is put out by the National Center for Supercomputing Applications, where the first graphical web browser was developed

The Yale C/AIM Web Style Guide
One of the best known and respected web style guides online.  The publication is also available as a PDF file for downloading and printing.
