Our objective is not to provide a compendium of what's available on the web in this area, but to choose carefully only those documents we think have a bearing on the types of projects you are developing. The Yale C/AIM Web Style Guide One of the best known and respected web style guides online. The publication is also available as a PDF file for downloading and printing.
